Fiscal Year 2022 T&I Member-Designated Projects
The Committee on Transportation and Infrastructure will advance surface transportation authorization legislation later this spring, building on H.R. 2, the Moving Forward Act, from the 116th Congress. Each Member of Congress may submit requests for highway and transit member-designated project funding for consideration within the 2021 surface transportation authorization legislation. Congressman Dan Kildee has submitted the following member-designated project funding requests, which are listed alphabetically by project name:
Project Name: Bristol Road and Van Slyke Road Concrete Pavement Reconstruction Project
Location: Bristol Road (I-75 Roundabout to Holiday Drive) and Van Slyke Road (Bristol Road to GM Plant Drive Entrance); Flint Township, MI; 48507
Project Sponsor: Genesee County Road Commission (GCRC)
Requested Amount: $700,000
Project Description: Since Bristol Road and Van Slyke Road are the main roadways adjacent to General Motors Metal Fabricating Division, Flint Engine Operations and Flint Assembly Plants, this project will promote accessibility to these workplaces and support jobs in the local economy.
Project Name: Bristol Road: Mill and Resurface
Location: Bristol Road (Saginaw Street and Dort Highway); Burton, MI; 48529

Project Description: This project will fix not only the road surface, which has numerous potholes, but also upgrade sidewalks and American with Disabilities Act (ADA) ramps along the road to improve pedestrian accessibility.
Project Name: Center Road Reconstruction Project
Location: Center Road (Carpenter Road to Coldwater Road); Genesee Township, MI; 48506

Project Description: This project will improve the gravel section along this primary roadway and replace it with hard surface material. Additionally, this section of roadway has direct access to the Genesee County Parks Trailways system, so these improvements will support non-motorized users and provide outdoor space to safely recreate.
Project Name: Feher Drive Reconstruction & Pedestrian Improvement Project
Location: Feher Drive (North Saginaw Street to Park Street); Montrose, MI; 48457

Project Description: This project will reconstruct the road to Montrose Community Schools. This project will also improve safety for pedestrians and bikers, which include students commuting to school.
Project Name: Fenton Road Bridge over Thread Creek
Location: Fenton Road at Thread Creek Partially under I‐ 69; Flint, MI; 48507
Project Sponsor: City of Flint
Requested Amount: $400,000
Project Description: This project is a top priority for the city of Flint and Genesee County to relocate a bridge that runs under I-69. This will improve public safety and improve road quality on the heavily trafficked Fenton Road.
Project Name: Flint Mass Transportation Authority (MTA) Rides to Wellness Facility Expansion/Renovation
Location: 1717 S. Dort Hwy; Flint, MI; 48503
Project Sponsor: Flint Mass Transportation Authority (MTA)
Requested Amount: $1,062,387
Project Description: Rides to Wellness is the Flint MTA’s health and wellness-related transportation program, which helps seniors, persons with disabilities and the transportation disadvantaged get to their essential appointments like going to the doctor. This project will allow Flint MTA to expand their facilities (which will allow for additional staff and increased services to the community) and install vehicle canopies (to protect and increase the useful life of transit vehicles), allowing Flint MTA to help more of the community.
Project Name: Iron Belle Trail
Location: Iron Belle Trail (Maple to Hemphill); Burton, MI; 48529

Project Description: This project will construct 1.7 miles of trail to connect Burton and Grand Blanc Township to the existing Flint River Trail, connecting our communities and providing outdoor space to safely recreate.
Project Name: N. Leroy Streetscape and Resurfacing Project
Location: N. Leroy (Second Street to Sixth Street); Fenton, MI; 48430-2196

Requested Amount: $1,600,000
Project Description: This project will extend Fenton’s downtown streetscape, which will rejuvenate this area of the downtown, provide more economic activity and jobs for the community, increase local home values and incentivize other regional development. This request is strongly supported by the local business community.
Project Name: Pierson Road Reconstruction Project
Location: Pierson Road (Pier North Blvd to Jennings Road); Mt. Morris Township, MI; 48504

Project Description: Pierson Road is a critical five-lane roadway that connects neighborhoods in the north end of Flint to the expressway. This project will improve the flow of traffic and support increased commercial activity.
Project Name: Reid Road Downtown Streetscape and Rehabilitation Spur Community Project
Location: Reid Road (City Limits to Saginaw Street); Grand Blanc, MI; 48439
Project Sponsor: City of Grand Blanc
Requested Amount: $700,000
Project Description: This project will enhance the walkable experience in the industrial areas and downtown area of Grand Blanc with signed bike trail for the Iron Belle Trail, sidewalks, crosswalks, on-street parking, lighting, plantings and furnishings.
Project Name: Saginaw Street
Location: Saginaw Street (Court Street to Flint River); Flint, MI; 48502
Project Sponsor: City of Flint
Requested Amount: $1,600,000
Project Description: This project will replace approximately 700,000 bricks on Flint’s Historic Downtown Corridor, preserving the city’s history and revitalizing downtown. This will support great community events like Back to the Bricks and The Crim.
Project Name: Saginaw Transit Authority Regional Services (STARS) Bus Replacement and Potter Street Station Study

Project Description: STARS is in need of updated buses to improve transportation reliability and improve air quality for residents. This project will provide funding to purchase several new buses. This project would also allow STARS to fund a feasibility study to redevelop the historic Flint & Pere Marquette Union Station, which could restore a regional transportation hub and remove blight.
Project Name: Silver Lake Road Connector Trail
Location: 301 S. Leroy St.; Fenton, MI; 48430

Project Description: This project will fund a trail that will connect trails in Lindon and Fenton, connecting our communities and providing outdoor space to safely recreate.
Project Name: State Park Drive Reconstruction and Transmission Main Improvement Project
Location: State Park Drive (Bay City State Park to Wilder Road); Charter Township of Bangor and Bay City, MI; 48706
Project Sponsor: Board of County Road Commissioners, County of Bay (BCRC) Bay County Road Commission
Requested Amount: $2,000,000
Project Description: This project would reconstruct 3.5 miles of State Park Drive, rehabilitate water transmission mains and replace 250 lead service leads. This will improve the roadway for drivers and improve reliability and safety of drinking water for residents.
Project Name: Wenona Avenue Reconstruction
Location: S. Wenona Avenue (Fisher Street to N. Union Street); Bay City, MI; 48706
Project Sponsor: City of Bay City
Requested Amount: $2,325,000
Project Description: This project will fully reconstruct the road, curb, sidewalk, replacement of watermain and lead services, and lining and replacement of the sewer system along the length of the segment. This infrastructure investment will increase home improvement and ownership, improve the housing market and strengthen the economic climate of Bay City.
