Kildee Appointed to Conference Committee Seeking Bipartisan Compromise on Semiconductor, China Competitiveness Bill

Influential Committee to Reconcile House and Senate Bills Designed to Strengthen U.S. Supply Chains, Boost Domestic Chip Production, Support Michigan Workers

WASHINGTON—Congressman Dan Kildee, Chief Deputy Whip of the House Democratic Caucus, today was named to serve on a conference committee to reconcile House and Senate bills that seek to strengthen U.S. supply chains, boost the domestic manufacturing of semiconductors and help lower costs for families.

This conference committee, comprised of leaders from the House and Senate, will work to resolve the differences between the House-passed America COMPETES Actand the Senate-passed U.S. Innovation and Competitiveness Act. As a member of the conference committee, Kildee will be instrumental in negotiating the final version of this legislation before it's presented to Congress for a final vote. Kildee serves on both the Ways and Means Committee and the Science, Space and Technology Committee that have jurisdiction over the bill.

"By addressing supply chain issues and bringing critical manufacturing back to the United States, we can fight inflation and lower costs for Michigan families," Congressman Kildee said. "The pandemic has exposed deep weaknesses in our supply chains that have increasingly relied on foreign manufacturing, instead of making goods with American workers. As a member of the conference committee, I will work hard to send a bipartisan bill to the President's desk to fix our broken supply chains and build more critical components like semiconductors in Michigan, not overseas in China."

Key Kildee priorities include:

  • Boosting the domestic production of semiconductors by authorizing $52 billion to incentivize private-sector investments. This will help address supply chain disruptions and ensure that more semiconductors are produced here at home;
  • Helping communities that have been hurt by trade by funding Trade Adjustment Assistance for Communities, a new four-year $4 billion program designed by Congressman Kildee, to help older, industrial communities, like Flint, Saginaw and Bay City, reposition their economies for growth;
  • Bringing critical manufacturing back to America by authorizing $45 billion to improve our nation's supply chains and prevent future shortages of critical goods by making more of these goods in America. This will help lower everyday costs for families and seniors and create good-paying Michigan jobs;
  • Expanding access to registered apprenticeships and STEM education by passing Kildee-championed legislation, the Advanced Technological Manufacturing Act and National Apprenticeship Act, to ensure Michigan's workforce is prepared to win the jobs of the future;
  • Supporting American manufacturers by including a Miscellaneous Tariff Bill (MTB) to eliminate or reduces duties on certain imports based on the U.S. International Trade Commission (ITC) recommendations under the American Manufacturing Competitiveness Act of 2016 (AMCA). The bill authorizes duty suspensions and reductions for specific imports through December 31, 2023, retroactive four months before enactment.
